This is a custom-made accessory for a toy minifigure, designed to represent a pair of wire cutters or bolt cutters.

The accessory is a miniature replica of the hand tool. It features dark, metal-colored cutting jaws and a pivot point, attached to two distinct brown handles. The ends of the handles also appear metallic. The tool is sized appropriately to be held in the hands of a standard minifigure.

Background: Wire cutters are an essential tool for cutting wire, small bolts, chains, and similar materials. In a military context, they were absolutely critical during World War I and World War II for breaching the ubiquitous barbed wire obstacles found in defensive lines and trench systems. They were standard equipment for combat engineers (Pioneers) and assault troops tasked with clearing paths for advancing infantry. Similar tools (often larger bolt cutters) are also vital equipment for emergency services like firefighters (such as the Feuerschutzpolizei) for rescue operations, forcible entry, and clearing debris.
